But if the <strong><a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_25_1563\" target=\"_blank\" rel=\"noopener\" title=\"\"><span style=\"text-decoration: underline;\">Omnibus simplification package<\/span><\/a> <\/strong>is adopted as expected this autumn, companies that submit their application before 31 March could continue importing while approval is pending.<\/p>\n\n\n\n<p><strong>This is not yet confirmed in EU law<\/strong>, but both the <a href=\"https:\/\/erhvervsstyrelsen.dk\/cbam\" target=\"_blank\" rel=\"noopener ugc\" title=\"\"><strong><span style=\"text-decoration: underline;\">Erhvervsstyrelsen<\/span><\/strong><\/a><strong> in Denmark <\/strong>and the<a href=\"https:\/\/www.dehst.de\/SharedDocs\/Newsletter\/DE\/2025\/2025-07-22-cbam-zulassungsverfahren.html?view=renderNewsletterHtml&amp;cl2Categories_Themen=CBAM+cbam\" title=\"\"><span style=\"text-decoration: underline;\"><strong> <\/strong><\/span><\/a><strong><span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.dehst.de\/SharedDocs\/Newsletter\/DE\/2025\/2025-07-22-cbam-zulassungsverfahren.html?view=renderNewsletterHtml&amp;cl2Categories_Themen=CBAM+cbam\" title=\"\">DEHSt i<\/a>n Germany<\/span> <\/strong>are preparing businesses for such a transition period.<\/p>\n\n\n\n<p>However, <strong>neither the EU\u2019s omnibus proposals nor provisions we\u2019ve seen<\/strong> explicitly address extending the <strong>authorization application deadline<\/strong> to March 31, 2025 or allowing imports while waiting. That appears to be <strong>national-level guidance<\/strong>, reflecting local implementation during the legislative transition.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Why this matters<\/strong><\/h3>\n\n\n\n<p>If this extension is confirmed in the final Omnibus text (<strong>expected September 2025<\/strong>), it buys importers three extra months to get their applications in order. <strong>Miss the 31 March 2026 deadline, and you risk immediate disruption: imports will stop at the border.<\/strong><\/p>\n\n\n\n<p>It also means that <strong>authorization becomes the single most important compliance step in early 2026<\/strong>. Benchmarks, default values, and the ETS price for 2026 are still pending, but none of that matters if your company isn\u2019t even authorized to import.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Deadline shift<\/strong>: A possible three-month extension eases the pressure but doesn\u2019t remove the risk.<\/li>\n\n\n\n<li><strong>Hard stop<\/strong>: Miss 31 March 2026 and you lose the right to import CBAM goods.<\/li>\n\n\n\n<li><strong>Big picture<\/strong>: Benchmarks, default values, and ETS prices for 2026 are still pending, but authorization is the gatekeeper to market access.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Timeline to watch<\/h3>\n\n\n\n<p>A March 31, 2026 &#8220;safe harbor&#8221; appears to be <strong>de facto<\/strong> in Germany and Denmark but not (<strong>yet<\/strong>) an <strong>Omnibus headline<\/strong>. The EU simplification brings broad relief, yet <strong>authorization timing remains a national implementation detail<\/strong>, at least until explicit confirmation appears in the final Omnibus text expected around September.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>September 2025<\/strong> \u2013 Final Omnibus text expected.<\/li>\n\n\n\n<li><strong>1 January 2026<\/strong> \u2013 CBAM rules go live.<\/li>\n\n\n\n<li><strong>31 March 2026<\/strong> \u2013 Expected last date to apply as Authorized Importer without disruption.<\/li>\n<\/ul>\n\n\n\n<p>Do not underestimate the timeline.
